Shall we start a project from scratch?

I've read the announcement and the rules and I did not found the crucial information I was looking for : can an existing projects (such as Edyuk, QDevelop, Monkey Studio, Ideality, and so on...) compete or is there a restriction to brand new projects?

Existing applications can enter. Rule 4 limits them so that the same applications do not win year after year - apart from that there are no such restrictions.
