I've just started playing a bit with QGraphicsView to craft some basic games (nothing fancy but still a good experience) and I wondered if they could enter the contest? I mean both theorically (be accepted) and practically (stand a chance to win a prize)...

Sure, they can. "Desktop application" is the category for you. You might also try in the "Mobile application" category if you manage to compile the game with Qtopia.
