Default Windows 7 to Embedded Linux

My development system is Windows 7. My target is an embedded x86 Linux (Debian) Single Board Computer. I don't have a single Linux computer outside of the SBC. Can this be done? Is there anyone who has tried anything this insane? Any tips, step by step installation, etc?

I'm not sure what you want exactly.
But take a look at VirtualBox or VMWare.
