Qwt is a separate package written by a person unassociated with neither Nokia nor Digia. Qt Commercial licence does not include Qwt.
As for Qwt itself, the licence is available here: http://qwt.sourceforge.net/qwtlicense.html
The licence does not prevent you from using Qwt with Qt Commercial.
