Take a look at QwwLed which is part of wwWidgets (http://www.wysota.eu.org/wwwidgets) or visit qt-apps.org and search for "led".

in qt-apps i found 2 exemples of QLed but in linux
Now i'll try with wwWidgets :)

It is a qt widget, you should be able to use it for both windows and linux...
