Dynamically getting root privileges for an app

Is there a way for an app to get root privileges while being executed (I mean something like kcm stuff in KDE...) ??? And possibly a crossplatform one...

At least under Unix world - no. You'd have to gain the rights before starting the app (meaning you can get root priviledges for a subprocess, but not for the base process).
