I have compiled the qt under windows from sources. After two years of successful usage the rcc.exe became corrupted. Length is zero. I guess due to my dying hard disk drive.
How could i replace it? Do i need to recompile my binaries again?

Replace the dying hard disk and rebuild from a known good copy of the source code. If the drive is failing then you cannot trust anything on it, source, installed headers, compiled libraries, or executables.
