Eclipse Qt designer not working

The Qt tools have been installed and all work on their own without any problems.
I've installed and configured the Qt 1.6.1 Eclipse plugin.
When I use Eclipse/Qt all the files compile and run without error
But when I create a new Qt test project to use Qt Designer it creates qt_designertest.ui or any additional test.ui files the design screen is not available.
Both the qt_designertest.ui and test.ui design tabs show a text table, the columns are labeled Node, and Content.
In the Eclipse Project Explorer the Qt Designer Icon is missing, it has a X test.ui
In the Qt C++ Widget Box tab and all of it's items are grayed out
