How to compile phonon-backend-gstreamer on windows?

Hi guys,
I am working on compiling phonon-backend-gstreamer on windows,But I can not go on since I got the following errors on windows:
I will show you the steps I did:

1. I downloaded phonon-backend-gstreamer-4.5.1 on ftp://ftp.kde.org/pub/kde/stable/pho...kend-gstreamer
2. I use cmake to compile the above source code when I got the following errors:

"ERROR: Either pkg-config can not find its phonon config, or you are not using a recent .." something like this.

Could you pls give me some guide on this?
