Change frame rate

Hi,

I'm not sure whether this question belongs to this forum, in the first place... but i'm hoping to get help here, as always...

i'm capturing streaming video from a Logitech QuickCam Express webcam, using video4linux libraries.. what i want to know is, is it possible for me to set the framerate or input picture size (or both) ?? if so, how do i do it?.. i think it's to be done using VIDIOCGWIN...
