QTextCodec: using KOI8-R, probe failed (e0 ce ru)

I have started to get this message

QTextCodec: using KOI8-R, probe failed (e0 ce ru)

when I try to run my application with

LANG="ru" <my-program>

The application has been translatable for some time but is going through a period of large changes. My Russian translator just updated the Russian translation the other day and I wanted to test it and I am getting the above message and it appears to be only partly translating the UI.

I have no idea what the message means or even where to look to get an handle on the problem. Can someone point in in the right direction?

By the way I am running Qt 3.3.8 on a linux box.
