Seems you need to pay only if you deploy a GUI on an embedded device. Seems strange, anyway...For regular desktop applications, there are no royalties, runtime licenses, or other additional costs. For fixed systems or devices where the main functionality relies on Qt, a runtime distribution license may apply.
Really only for embedded? Why don't they clearly state that on their page?
I've asked but so far got no answer.

You don't have to worry about it if you are using open source edition of Qt, because these fees apply only under Qt Commercial Lincense.

There is no runtime royalties for desktop deployments, only for embedded. It has always been this way, nothing has changed except that Nokia is in the middle or reorganizing the webpage. Contact Nokia Qt Software sales for more information.
Write them again. Make it sound like you want to buy a whole bunch of licenses.
