From what I'm experiencing, it appears that it's no longer possible to access resources in a resource file (.qrc file) from Visual Studio 2005. I was unable to access any icons in the resource file. I had to go to the standalone designer program and import the qrc file and set the icons within the action editor.

Hopefully someone will fix this in later releases.
