I have the following requirements and need help to design and implement the following.

Design an easy to use mobile application (Concept & the UI) that can help in the agriculture productivity and socio-economic development of the rural population.

Anyways u can try at these -
1) Weather forecasting / weather alerts to the farmers
2) Price finding for a product.
3) Farmers community

As aamer4yu said, I think you need to find out what the apps purpose will be before you begin thinking about ui's or any kind of design/implementation.

Try finding some farmers or people from rural communities to talk to and figure out what would benefit them.
