Obtaining File Access Rights

hi,

i don't know this is possible with using Qt classes. I need to obtain the access rights of a file.For example I need the list of the domain users that has read access to a specified file..

how can be achieved this in C++ in a Qt or non-Qt way ?
Furthermore , is there any portable solution?
