I've used QT 4.5 on openSUSE and now I want to use it under windows XP. The problem is that I'm behind of a proxy and Mingw can't be installed!!! What should do?!

Huh, normally I would expect that kind of problem from a windows user What about manually donwload mingw and install it. Afterwards you can install Qt!
If you want to use Qt with an IDE, you have two options:
- Qt with Eclipse CDT, read this post for installation guidelines.
- Qt with Qt Creator, just download and install Qt SDK leaving all options as there default values.
OTOH, If you want to use Qt without any IDE (i.e. manually invoking the compiler), follow steps 2 to 5 only from the pre-mentioned post.

I use MinGW 3.4.2 (ftp://ftp.trolltech.com/misc/), which doesn't try to download its components and had no problems with it.
