I completely forgot to mark this as done, it turned out to be the stupidest error in the world in the end.

I already had a version of libmysql.dll in my windows32 path, and even though I'd set C:\Mysql\bin as the first directory in PATH to be checked it was using the older version, I dumped the newer version into windows32 and it worked.
