hi,
which platform u r using ? the prg is simple only ,
can u explain what u hav tried?

algorithm
create 2 push buttons , 1 text box
define slots (one for inc and another for decrement)
define connect (connect slot with pushbutton)

if u explain where u r strucked, it will be easy
