Shourtcut for letter

I want to have letter é when someone click ctrl+e.
I don't know how to make a shourcut for a letter (how to define a new key on the keyboard)

Normally it is the job of your os to do that, but you can cach a key press event and alter its value to é.

So how to alter key value to a letter?
I cant figure it out ...
