    Make sure you are running the build with the environment set correctly: use the Visual Studio command prompt or try running the vcvars32.bat or equivalent file before running configure.

    If you are using Win XP

    use: mingw32-make and not nmake

    use: mingw32-make and not nmake
    The OP is using MSVC: the make tool is nmake.
