QDevelop might help you but it does what you want in a very "closed" way... I mean that you will face troubles when trying to integrate its code into your project...

I myself developped a more flexible and evolutive solution for use with Edyuk : QCodeEdit. It is licensed under LGPL, though I didn't update the specific packages on Sf.net , and the last version should fit all your needs. To get it just download Edyuk 0.6.0-b. and start it from scratch but QCodeEdit is here !
