kde for windows

could somebody tell me if there is integrated kde developer for windows like we have for qt 3.3.4 in linux.
and where to download it for free or even a trial version.

What do you mean by "kde developer"? You mean an Integrated Development Environment (IDE)? There is always Eclipse and DevC++
