You don't have to pay at all. Qt is available under the LGPL licence.

One more question, would the installation of "Qt libraries 5.0.0 for Windows (VS 2010 406 MB)" require a registerd version of VS10 or would VS10E be ok?

express is fine (but you wont be able to use the studio plugin/addon).
If you have a problem, CUT and PASTE your code. Do not retype or simplify it. Give a COMPLETE and COMPILABLE example of your problem. Otherwise we are all guessing the problem from a fabrication where relevant details are often missing.
