Default Unable to create a debugger engine of type "No engine"

I've installed Qt creator community version. But doesn't matter what I try to set up I always get the same error message ' Unable to create a debugger engine of type "No engine" '. I tried MS SDK 7 and 8 and different combinations of settings but don't get any hint what the problem might be.

My current default kit has following settings:
    Device type: desktop
    Device: Local PC
    Sys Root: "empty"
Compiler: Microsoft Windows SDK for Windows 7 (7.1.7600.0.30514) (x86)
    Environment: "empty"
Debugger: CDB Engine using "C:\Program Files (x86)\Windows Kits\8.1\Debuggers\x86\cdb.exe
    GDB server: "empty"
Qt version: Qt 5.4.0 MSVC2010 OpenGL 32 bit
    mkspec: "empty"
