Try to disable AV or firewall. During downloading, try to ping some server via cmd, e.g. google server.

Disabled virus protection in windows defender.
enable the installer.exe in firewall both public and private.

while installer running, ( retrieving meta info from remote... ) at about 5% (this is random sometimes 4 or 6%)
then same error comes out. during the installation i tried ping google.com, all is aok.

    so still fail.

    Dafaq.
    no help whatsoever?

Edit: Ok got it to work it seems the default offline installer does not select any installer and the basic components needed
for it to run. i uninstalled and reinstall it and then selecting a compiler (minGW) and some other components that i guess
    is needed. then it works.

    In short:
    Use offline installer.
    Online installer SUCKS.
